Dr. Sheilynda Stewart
Director of Institutional Research

Dr. Sheilynda Stewart is the director for the Center for Assessment and Institutional Research.  Prior to joining East Central University in 2009, she worked for the Oklahoma State Regents for Higher Education since 2001 as a Programmer Analyst and as Software Development Project Manager in the Strategic Planning and Analysis division.  Dr. Stewart has over 10 years experience in the Information Technology industry and has worked for many years at the University of Oklahoma as Research Assistant, Administrative Assistant, and Adjunct Professor for Freshman Programs.

Dr. Stewart served as President of the board of the Oklahoma Association for Institutional Research (OK-AIR) and is a member of the Association for Institutional Research (AIR).  She earned her Bachelor's of Business Administration degree from the University of Oklahoma in 1985 and a Master of Business Administration degree in Management from the University of Central Oklahoma in 2002.  She earned a Doctor of Philosophy degree in Adult and Higher Education in 2010 from the University of Oklahoma in Adult and Higher Education.  Her research interest is institutional research.  In addition, she is a member of the Phi Kappa Phi, Golden Key International, and Delta Mu Delta Business Administration honor societies.


Dr. Teresa Rothrock
Director of Assessment

Dr. Teresa Rothrock is the Director of Assessment for East Central University. She is also assistant professor of English Education in the Department of English and Languages, since 2003.  Prior to that time, she served for three years as instructor and Chair of the Interdisciplinary Studies Division at Seminole State College, following a decade of teaching high school English and a graduate assistantship in the English Department of the University of Oklahoma. She has worked with North Central accreditation efforts at the high school, community college, and university levels.  

Dr. Rothrock earned her Associate’s of Arts from Seminole Junior College in 1986, her Bachelor’s of Arts in English from East Central University in 1990, and her Master’s of Secondary Education, with an emphasis in English Education, from East Central University in 2000. In 2008, she completed her Doctorate of Philosophy in Instructional Leadership and Academic Curriculum, with a focus on English Education, from the University of Oklahoma. She has presented at numerous national and international conferences on writing instruction and assessment and is a member of the National Council of Teachers of English and numerous special interest groups and local affiliates. Dr. Rothrock also serves as the editor of the Oklahoma English Journal.


Ms. Norma Stettler
Secretary for the Center for Assessment & Institutional Research

Ms. Norma Stettler is the part-time secretary for the Center for Assessment and Institutional Research. Her duties include typing all reports and other correspondence, entering program data into the computer, filing, answering the telephone, greeting visitors to the Assessment Center, preparing requisitions, travel requests, travel claims, large bulk mail outs, ordering supplies, and assisting with webpage updates for the Office of Institutional Research.
